PayDo counts three licences and names no regulator behind any of them. That omission is the largest gap on this card and it is not a detail: until you know who authorises PayDo and where, you cannot tell whether you may legally contract with it for a gambling business in your jurisdiction.
Everything else checks out and some of it is genuinely useful. A multi-currency IBAN covering nineteen currencies, more than 350 payment methods, and a published fee schedule — SEPA at 0.5% with a €5 minimum, Faster Payments on the same terms, card top-ups at 3.4% plus €0.20. Direct relationships with the card schemes and Tier 2 banks are described, which fits an EMI rather than a broker.
Be careful which numbers you are reading. Those rates are the consumer ones — PayDo leads with a personal account, and merchant pricing is a separate, private conversation. There is no iGaming product line behind it either.
